The Contract, Resale Certificate and Appraisal Records Behind a Resale Condo at The Royalton
Updated October 2026
What contract, association certificate and county appraisal records apply when you buy a resale condo at The Royalton in Houston?
In October 2026, a Royalton resale uses TREC's condominium resale contract, unless the seller holds fee simple title to the land beneath, plus an association-signed certificate and HCAD values.

Which contract does a resale at The Royalton run on?
TREC's Residential Condominium Contract (Resale) is the state form for reselling a condominium unit, and a resale at The Royalton uses it. TREC says the form contains provisions relating solely to condominium transactions. One stated limit comes with it.
Whether any one sale here falls inside that limit turns on how title stands, so put the question to your attorney and the title company. TREC states that real estate license holders are required to use its forms. It also states that it cannot give the public legal advice on private contractual matters.
It is not for use where the seller owns fee simple title to the land beneath the unit.
Who prepares the resale certificate a Royalton buyer receives?
The Royalton's association does. TREC's Condominium Resale Certificate page says the form is prepared and signed by the condominium association. Its figures are the association's own statements rather than the seller's.
Before a contract is executed, the selling owner furnishes the declaration, the bylaws, any association rules and a current certificate. The association has ten days from the owner's written request to produce it. The copy you receive must have been prepared no more than three months before delivery.
At this building the certificate matters for one figure in particular. Each home's assessment follows its allocated interest in the recorded declaration, not its square footage, so the assessment line is the number for that unit. It also reports reserves, approved capital spending for the next twelve months, unsatisfied judgments and pending suits. Any open matter from the August 2022 repairs would show there.

How does Harris Central Appraisal District value a unit at The Royalton?
The Harris Central Appraisal District is a regional agency that appraises all property inside Harris County for tax purposes. A unit at 3333 Allen Parkway sits on that roll like any other property in the county.
By law, the district must appraise property at the price it would sell for on the open market as of January 1. A closing later in the year does not move that reference date.
The district's account for each unit is a public record. It lists the taxing units that tax the property and any exemptions recorded on that account.
Questions & answers
The Royalton questions, answered
If I already have the declaration, bylaws and rules when I sign, do I still get the 7-day termination right on them?
Under TREC's condominium resale contract, that 7-day right is written for a buyer who did not have those documents at signing. In that case the seller delivers them at the seller's expense. The buyer may then terminate within 7 days after receiving them, with the earnest money refunded. A buyer who already held them when signing should look to the option period, and to the certificate's own clock if it has not arrived.
The certificate runs on a separate track. Where you did not have it at signing, you may terminate within 7 days after it reaches you, also with the earnest money refunded. The two 7-day windows count from two different deliveries. The option period works differently. It counts from the Effective Date, and notice is due by 5:00 p.m. local time. The right is lost if no option fee is stated or the fee is not delivered on time. Write down the day each package arrives, because each deadline is measured from that day.
Which boxes on the Royalton resale certificate should I read first?
Start with four lettered boxes on TREC form 32-5, effective 25 November 2024. Box C shows any assessment the seller owes, and box D shows any other amount owed. Box E lists capital spending the association has approved for the next 12 months. Box F gives the reserves and the part already designated for a named project.
Read the approved-spending line and the reserve line side by side. Approved work with little set aside behind it has to be paid for somehow, and a special assessment is the usual route. Then turn to box O, the table of fees charged on the transfer. Each fee carries a description, a recipient and an amount. Box P covers any required contribution to the capital reserves account. The lines for unsatisfied judgments and pending suits come next. The operating budget, balance sheet and insurance summary come attached, and they let you check the boxes against the numbers behind them.
Should the appraisal district's value on a Royalton unit set what I offer?
No. The district's figure is a tax value tied to a single date, January 1, and it is set for a whole county's roll. An offer at The Royalton is priced against sold homes of the same floor plan, on a similar floor and facing the same way. With 27 plans in the building, that comparison set is usually short enough to list unit by unit.
The building's own figures give the band. The median sale price is $616,000 across homes sold since April 2026, at an average of $353 per square foot, as of October 2026. Homes closed at about 95.2 percent of asking. Neither the median nor the county value prices one unit. Two homes of the same stated size here can differ in usable space. The plan's shape and its window wall decide how much of the floor is living area. A lender's appraisal for the loan is a separate document again, ordered for that purchase.
Can I see how Harris County residential values moved before I buy at The Royalton?
For one recent cycle, yes. With its 2024 reappraisal, Harris Central Appraisal District published a map depicting residential value changes from 2023 to 2024. It shows how residential values shifted across the county in that cycle. For a single unit at 3333 Allen Parkway, the district's account for that unit carries the appraised figure itself.
Read the map as a picture of one year. It covers residential property of every kind, so a tower of 253 homes is a small part of what it shows. The building's own ten-year series is the closer guide. Across the decade the median sale price here has moved within a band. The median rate per square foot has risen more consistently. The rate series adjusts for the mix of plans that sold in a given year, which is why it tracks values here better than the price median does.
Will my property tax bill at The Royalton match what the seller paid?
Not necessarily. Exemptions the seller held stay with the seller and do not pass to you with the unit. Your bill depends on the January 1 appraised figure, the rates each taxing unit adopts, and the exemptions you qualify for yourself. Your lender will also run its own escrow figure before closing.
For context, the market data for The Royalton reports a median combined rate of about 2.09 percent on homes sold here in 2026. That figure is a median across sold homes, so it reflects the previous owners' exemptions. A combined rate also adds several taxing units together, and each sets its own rate on its own calendar, usually each fall. Underwrite against the current rate on the specific account, with your own exemptions applied. The appraisal district account lists the units taxing that property, so it is the place to start.
When do I file for a homestead exemption and protest the value after buying a Royalton unit?
The appraisal district takes homestead applications between January 1 and April 30. The exemption follows a home you occupy as your principal residence, and one person may hold it on one residence homestead in a year. A protest is due by May 15 or 30 days after the appraisal notice is mailed, whichever is later.
The school-district portion of the exemption removes $140,000 of appraised value. A taxing unit may add a percentage exemption of up to 20 percent of appraised value. Where that percentage produces less than $5,000, the exemption is $5,000. The January 1 date shapes the first year. A closing after January 1 lands after that year's appraisal date. The timing of your move, and of any house you are leaving, is worth reviewing with a tax adviser.
